The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m. Friday, January 11, 2013, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on January 10, 2013, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees – Steve Austin; Lowell LeFebvre; Jim Stieber; Everette Van Hoesen, (2:40 p.m.); Jody Burd, Director KCDC; Harold Hughs, KCDC; Melissa Sprueill, KCDC; Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary. Absent:  Carl Giddens; Wes Young.   (See sign-in sheet).

 

Chairman Bruce Robinson gave the opening prayer.

 

Motion was made by Steve Austin and seconded by Jim Stieber approving the regular meeting minutes of December 14, 2012.  Motion carried: Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

Final FY 2012 Audit:  Jody Burd gave each member present the Financial Statements June 30, 2012 and 2011 prepared by Finley & Cook. 

 

Ron Stevens presented the Statement of Net Assets and Activities for the past six months ending December 31, 2012, and noted there was nothing out of the ordinary.

 

Stevens reported on the audit.  He said the audit indicated the internal controls looked good and said overall it was a clean and great audit with no findings.

 

Burd said the auditors were complimentary of the working relationship with all those involved.

 

Jail Consultant Report:  Don Jones, Jail Consultant, was absent due to illness.  Burd noted that he and Jones are looking at different revenue angles.

 

Jail Director Report:  Burd provided handouts and stated the current head count was 165, 40 were arrested and released over the weekend and 95 for the week.  He also provided reports indicating number of female/male inmates, inmate’s diets, etc. and a daily statistics of inmate population and inmate intake and releases from 2004 to 2012.  Burd said the annual visit by the State Fire Marshal was here and found no deficiencies.  He indicated training classes are continuing.

 

Steve Austin asked about the teleconferencing and was told it is still in the works.

 

Burd said next month he will need the second half of his budget and told that Ponca City Leadership made a visit to the jail and sheriff’s office.

 

Burd requested to have a special projects committee in place in case needed.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber to have Jim Stieber, Wes Young and Lowell LeFebvre to serve on the special projects committee.  Motion carried:  Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

Motion was made by Everette Van Hoesen and seconded by Steve Austin approving the following purchase orders submitted for payment:  David Cummings, JFA Attorney, $1,193.85 Attorney & Misc. Fees for December 2012; Don Jones, Jail Consultant, $900.00 Consulting Fees 12/1/2012 through 12/31/2012; Baskin Stevens & Freeland-$4,500.00 Accounting/Audit Fees for period ending December 2012 (first six months of accounting fees and audit fees); Finley & Cook, Invoice No. AUD-200998 in the amount of $5,704.00 for KCJFA audit charges through 12-21-12 final bill (lower than originally came in).  Motion carried:  Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber to adjourn (2:48 p.m.)  Motion carried:   Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.
