The Trustees of the Kay County Justice Facilities Authority (JFA) met in Regular session at 2:30 p.m. Friday, October 12, 2012 in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on October 11, 2012 at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees – Steve Austin; Carl Giddens;; Lowell LeFebvre; Jim Stieber; Wes Young ; Jody Burd, Director KCDC; Harold Hughes, KCDC Deputy Director; Melissa Sprueill, KCDC; David Cummings, JFA Attorney; Brian Hermanson, District Attorney; Darrell Grossardt; Steve Kelley, Kay County Undersheriff; Bill Williams & Claude Williams, Taxpayers for Transparency; Holly Cline, Deputy Kay County Clerk/Secretary.  Absent: Trustee Everette Van Hoesen, Sheriff

Chairman Bruce Robinson gave the opening prayer.

 

Motion was made by Carl Giddens and seconded by Wes Young approving the regular meeting minutes of September, 14, 2012.  Motion carried: Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Young, aye.

 

Don Jones was not present to present the Jail Consultant Report.

 

Jody Burd reviewed the Deputy Director’s report, expenditures and revenue and sales tax projection figures for the month of September.  Burd recommended Kay County Treasurer, Christy Kennedy attend next month’s meeting to explain the Eastman National Bank statement.  The expenditure report was discussed.

 

Burd reported that training on ethics and situation awareness would take place soon with attending officers being qualified to teach the class to other law enforcement officers.  Burd also reported that the audit was to begin October 29, 2012.

 

Burd discussed the status of the current T1 line between the courthouse and detention center.  Currently the load strain at the courthouse end causes the speed and quality of the video court system to be inefficient and unavailable for use.  The detention center is currently transporting all prisoners to the courthouse for court proceedings.  Discussion took place regarding the options available and possible costs of upgrading the internet with wireless point to point system for use by the detention center and courthouse so that the video court system is usable and would be more beneficial to all users. 

 

Motion was made by Wes Young and seconded by Jim Stieber to approve going out for bid on connection and equipment to make the current court video system usable in respect for the safety of the public and all involved.  Motion carried.   Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Young, aye.

 

Motion was made by Carl Giddens and seconded by Steve Austin approving the following purchase orders:  David Cummings, JFA Attorney, $825.35 attorney & Misc. fees for September 2012.; Don Jones, Jail Consultant, $1,000.00 consulting fees 9/1/2012 through 9/30/2012.   Motion carried: Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Young, aye.

 

Inmate art work:  The theme for the month was to design a Detention Officer Certification patch and four entries were submitted.

 

Unscheduled public appearances:  Brian Hermanson commented that an inmate trial was to begin the following week.

 

Motion was made by Carl Giddens and seconded by Jim Stieber to adjourn (2:57 p.m.)  Motion carried.  Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Young, aye.
