The Trustees of the Kay County Justice Facilities Authority (JFA) met Regular session at 2:30 p.m. Friday, September 14, 2012 in the Sheriff’s Training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on September 13, 2012 at the Kay County Detention Center front door and Sheriff’s training room door, in Newkirk OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees –Steve Austin; Carl Giddens; Lowell LeFebvre; Jim Stieber; Everette Van Hoesen; Don Jones, JFA Consultant; Jody Burd, Director KCDC; Harold Hughs, KCDC; David Cummings, JFA Attorney; Brian Hermanson, District Attorney; Bill Williams & Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary. Absent:  Members Wes Young. (See sign-in sheet).

 

Chairman Bruce Robinson gave the opening prayer.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber approving the regular meeting minutes of August 10, 2012.  Motion carried:  Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

Jail Consultant Report:  Don Jones talked about the annual cross training and new training; he mentioned every officer trains monthly to make sure they understand the jobs in order to prevent problems/incidents.  Jones said training helps to keep employees from getting complacent and helps to keep everything running smoothly.

 

Burd discussed a policy to allow director to exceed the $2,500.00 limit on discretionary purchases in order to purchase transport vehicle(s) and equipment or other items in case of an emergency.  Burd told the board he would notify the board if this were to happen; he said he didn’t foresee having to use this but if it were necessary the policy would be in place.

 

Comments and questions were discussed.

 

Motion was made by Steve Austin and seconded by Everette Van Hoesen allowing Burd to exceed $2,500.00 but not to exceed $30,000.00 per incident, per vehicle, per month on equipment and for emergencies only and non-bid items.  Motion carried:  Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

Jail Director Report: Burd reported the daily inmate count of 180, arrested and released so for in September 2012-164, 44 in Department of Corrections (DOC) and two contract inmates from Tonkawa Tribe. Burd presented handouts that included a Revenue Log, August 2012 Expenditures, Account Summary and bank statements.

Burd mentioned he was contacted by the Bureau of Indian Affairs (BIA) about contracting to house inmates.  He said he did a temporary contract with White Eagle and housed six to seven inmates for around 42 days.  Burd said he would like to have a contract in place with the federal agency and said any BIA even outside of Oklahoma could be housed at the Detention Center.

 

JFA Attorney David Cummings said he has a 55 page generic contract that he would like to modify somewhat.  He suggested making a motion authorizing Chairman Robinson to sign the contract when the details are in place.

 

Motion was made by Steve Austin and seconded by Everette Van Hoesen authorizing Chairman Robinson to sign contract upon final approval by legal counsel.  Motion carried:  Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

Motion was made by Carl Giddens and seconded by Steve Austin approving the following Purchase Orders:  David Cummings, JFA Attorney, $350.10 attorney and miscellaneous fees for August 2012; Don Jones, Jail Consultant, $1,000.00 consulting fees August 2012.  Motion carried:  Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.

 

Inmate art work:  The theme for the month was “Olympics” and two drawings were submitted.

 

There were no Unscheduled Public Appearances made.

 

Motion was made by Carl Giddens and seconded by Jim Stieber to adjourn (3:05 p.m.).  Motion carried:  Austin, aye; Giddens, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye.
