The Trustees of the Kay County Justice Facilities Authority (JFA) met Regular session at 2:30 p.m. Friday, August 10, 2012 in the Sheriff’s Training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on August 9, 2012 at the Kay County Detention Center front door and Sheriff’s training room door, in Newkirk OK.


Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees –Steve Austin; Lowell LeFebvre; Jim Stieber; Everette Van Hoesen; Jody Burd, Director KCDC; Harold Hughs and Melissa Sprueill, KCDC; David Cummings, JFA Attorney; Bill Williams & Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary. Absent:  Members Carl Giddens and Wes Young. (See sign-in sheet).


Motion was made by Steve Austin and seconded by Lowell LeFebvre approving the regular meeting minutes of July 13, 2012.  Motion carried with Everette Van Hoesen abstaining.


Jody Burd explained Ron Stevens, JFA Accountant; reason for not attending was due to computer issues and was not able to have a report available.  Burd said he plans to do more of the financial reporting internally and Stevens working semi-annually to help prepare reports for the auditing firm; Stevens is in agreement.


Burd went over the bookkeeping procedures he will follow and Attorney Cummings made suggestions that were not mentioned he would like to see added to financial reports.


Jail Consultant Report:  Don Jones mentioned a hand book with guidelines to follow on “outside” inmates.  He said the guidelines were designed to inform inmates, civilians, staff and employees.


He also talked about Inmate Work Programs and how valuable the prisoner services can be to a community.


Jones reported about Inventory, Policy & Procedures, Internal Controls and Prisoner Transports with federal guidelines and how the KCDC is working to meet all these requirements.


Burd reassured the board he is very selective on the inmates that are sent out in the community to work.  He said courses and videos are watched before releasing inmates.


Jail Director Report: Burd reported the daily inmate count of 179.  He presented the board with a report prepared by Deputy Director Harold Hughs with statistics on current inmates on August 10, 2012, and a July 2012 Monthly Report with statistics.

Burd noted inmates were sent to help the Corps of Engineering load airplanes, picked up trash at 101 Ranch Rodeo and mentioned assisting in other local areas.


Questions were asked regarding City and Tribal Contracts.


Motion was made by Jim Stieber and seconded by Everette Van Hoesen approving the following Requisitions submitted for payment:  David Cummings, JFA Attorney, $439.95 attorney and miscellaneous fees for July 2012; Don Jones, Jail Consultant, $1,000.00 consulting fees July 2012.  Burd told the board in the future the above mentioned requisitions would be done through Purchase Orders and paid by warrants by the County Clerk’s office; the board will still be able to review invoices before payment is made.  Motion carried.


There was no art work presented for the art contest.


There were no Unscheduled Public Appearances made.


Motion was made by Everette Van Hoesen and seconded by Steve Austin to adjourn (3:03 p.m.).  Motion carried.
