The Trustees of the Kay County Justice Facilities Authority (JFA) met Regular session at 2:30 p.m. Friday, July 13, 2012 in the Sheriff’s Training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on July 12, 2012 at the Kay County Detention Center front door and Sheriff’s training room door, in Newkirk OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees –Steve Austin; Carl Giddens; Lowell LeFebvre; Jim Stieber; Wes Young; Jody Burd, Director KCDC; Harold Hughs and Melissa Sprueill;  KCDC, Steve Kelly, Kay County Under Sheriff; Brian Hermanson, Kay County District Attorney;  Scott Cloud, Newkirk Herald Journal; Bill Williams & Claude Williams, Taxpayers for Transparency; Patsy Leyva, Deputy Kay County Clerk/Secretary.  (See sign-in sheet).

 

Motion was made by Jim Stieber and seconded by Wes Young approving the regular meeting minutes of June 8, 2012.  Motion carried. 

 

Jody Burd discussed an increase in the amount of money being paid because P.C. Utilities had been behind from 2008-2010 and the Kay County Treasurer advised that the increase was $266,000.00.

 

Jail Consultant Report:  Don Jones absent because of death in family.

 

Jail Director Report: Burd reported the daily inmate count of 178, DOC 49.  Burd reported that the new water faucet would be installed by Tuesday.  He also reported that they had assisted District#2 on a trash dump and Steve Austin commented that it was very much appreciated.  Burd also shared a letter from an inmate commending the KCDC on all the programs that are offered to the inmates.

 

Motion was made by Carl Giddens and seconded by Steve Austin accepting the Resolution and payment option one from ACCO for FY 2013 for Workers Compensation-$46,979.00 and for General Liability Insurance-$91,291.00. Motion carried.

 

Motion was made by Steve Austin and seconded by Jim Stieber accepting the engagement letter from Finley and Cook for the yearly audit. Motion carried.

 

Motion was made Wes Young and seconded by Lowell LeFebvre approving the contract renewal between KCDC and Correctional Healthcare Companies for FY 2013.  Motion carried. 

 

Motion was made by Jim Stieber and seconded by Lowell LeFebvre approving the following Requisitions for payment:  David Cummings, JFA Attorney, $1,082.65 attorney and miscellaneous fees for June 2012; Don Jones, Jail Consultant, $1,250.00 consulting fees June 2012; Baskin Stevens & Freeland, $1,900.00 accounting fees for period ending June 30, 2012; Finley & Cook, $3,025.00 auditing fees for period ending May 25, 2012.  Motion carried.

 

Trustee Wes Young presented the JFA with continuation of the art work from the inmate contestants and asked everyone to pick three. The board was very impressed with the art work that was displayed.

 

Unscheduled Public Appearances:  none

 

Motion was made by Carl Giddens and seconded by Steve Austin to adjourn (3:00 p.m.).  Motion carried.
