The Trustees of the Kay County Justice Facilities Authority
(JFA) met in regular session at
Friday, January 13, 2012 in
the Sheriff’s Training Room of the Kay County Detention Center (KCDC) in Newkirk,
OK.Notice of the regular meeting was posted for public information on January 12, 2012 at the KayCountyDetentionCenter front door and Sheriff’s
training room door, in Newkirk OK.
Chairman Bruce Robinson
called the regular meeting to order.Those
present were as follows: Trustees – Carl Giddens;
Steve Austin; Wes Young;
Norris Frederick (2:34); Everette Van Hoesen;
Jody Burd, Director KCDC; Harold Hughes, KCDC; Melissa Sprueill, KCDC
Administration; Don Jones, Jail Consultant; David
Cummings, JFA Attorney; Ron Stevens,
Baskin, Stevens & Freeland, P.C., JFA Accountant; Bill Williams &
Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald
Journal; Holly Cline, Kay County Deputy Clerk/Secretary ( see sign in sheet)
Trustee Jim Stieber, absent.
Motion was made by Everette Van Hoesen and seconded by Wes
Young approving the regular meeting minutes of December, 9, 2011.Motion carried.Austin,
aye; Frederick, aye; Giddens, aye;
Robinson, aye; Van Hoesen, aye; Young, aye.
Jail Consultant Report: Don Jones
declined to give a jail consultants report since his information would be
included in the jail director’s report.
Jail Director Report: Jody Burd presented the board with a
report and statistics for the previous year.He reviewed revenue for the previous year and gave a report of mileage
and fuel consumption for transports from the previous year.
Burd also indicated that the following Friday (January 20, 2012) annual jail school
backup training begins.Burd had also discussed
sexual harassment policies with a local attorney familiar with sexual
harassment law and is in the process of setting up training.
Burd gave the daily inmate count at 145.Don Jones
remarked that the KCDC is currently under original analysis projection by approximately
Burd also commented on contract with federal government to
hold prisoners.He had applied for intergovernmental
agreement and submitted it for approval.Federal government will submit agreement for approval with their
attorneys.Burd, Hughes, and Sprueill
will be going to GradyCounty
to see how that county’s system works in regard
to housing federal prisoners.If the ACA standards are compatible the Feds
will do a walk through.Cummings asked
if federal inmates must be housed separately.Don Jones indicated that federal inmates
must be housed separately and contact must be restricted between other
prisoners.However, due to the need for
federal housing of inmates the process is going faster than anticipated.
Accountant Report: Ron Stevens
of Baskin, Stevens, & Freeland, P.C. presented a funds summary report as of
December 31, 2011 and
November 30, 2011.; Statement of Net Assets as ofDecember 31, 2011; Statement of Activitiesfor one and six months ending December 31,
2011.; Updated Sales Tax Projection as of December 31, 2011; General Ledger as of December 31, 2011.
There were no questions regarding reports presented by Mr.
Dry Road Project:Steve
Austin indicated that Brian Hembree of Hembree and Hodgson,
Contractors on the project has estimated the engineering plans should be ready
by next week and ground breaking to commence the following week.Surety bonds had been received and the
utilities are currently being located.
Jody Burd requested a pre-construction meeting and
Commissioner Austin agreed that could be arranged and also indicated having a
Circuit Engineering District inspection.
Motion was made by Everette Van Hoesen and seconded by Steve
Austin approving the Detention agreement with the City of Newkirk.Motion carried.Austin, aye; Frederick, aye; Giddens, aye; Robinson, aye; Van Hoesen, aye; Young, aye.
Motion was made Norris Frederick
and seconded by Everette Van Hoesen approving the followingRequisitions for payment: David
Cummings, JFA Attorney, $764.10 attorney & miscellaneous
fees for December 2011; Don Jones, Jail
Consultant - $1,600 consulting fees for 12/1/2011
Baskin, Stevens & Freeland - $1, 802.08 accounting fees for period ending 12/31/2011.Motion carried. Austin, aye; Frederick, aye;

There were no unscheduled public appearances.
