The Kay County E911 Authority scheduled a regular session at 9:00 a.m. on Tuesday, August 4, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 3, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows: Members Steve Austin, Laile Wilson; Sherry Bowers (9:05a.m.) and Butch Herring (9:05 a.m.) of Ponca City; Scott Dark, Tonkawa; Jerry Johnston, Braman; Jerry Evans, Newkirk; Steve Long, Kaw City; Tim Davidson, Blackwell (Alternate); Sharon Rowen, Ponca City News; Scott Cloud, Newkirk Herald Journal; Holly Beck, Deputy Kay County Clerk.  Members Absent were: Dee Schieber; Harold Harris, Newkirk; Divina Love, Tonkawa Designee; Carl Tanner, Braman Designee; Sherry Landers, Blackwell Designee.

 

Motion was made by Jerry Johnston and seconded by Laile Wilson approving regular meeting minutes of May 5, 2009.  Motion carried.

 

Motion was made by Jerry Johnston and seconded by Jerry Evans to re-elect the current officers as Steve Austin as Chairman and Harold Harris as Vice-Chairman.  Motion carried.

 

Chairman Austin opened a discussion on appointments of Municipal Officials and designees.  Steve Long, Kaw City named Tammy Wingo as the designee for Kaw City and noted that he had sent the paperwork to Tammy Reese, Kay County Clerk, prior to the meeting.  Tim Davidson, Blackwell will get resolution naming him as alternate designee or Municipal official.

 

PSAP Collection Reports:  Scott Dark, Tonkawa had revenues for May ($6902.68), June ($1926.34), and July ($6867.30).

 

Sherry Bowers, Ponca City reported wired collections at $281,932.11, wireless collections at $102,781.08 and expenditures at $501,280.53 for a difference of $116,567.34.  Steve Austin asked if Ponca City was making up the difference to which Herring, Ponca City responded affirmatively. 

 

Tim Davidson, Blackwell reported revenues for 08/09 FY for wireless at$38,971.56, wired $48,236.70 and expensed at 1,567 per month not counting personnel.

 

Community Updates:  Scott Dark, Tonkawa stated that Tonkawa is now compliant and ready for testing (ready to send letter to proper authority).

Tim Davidson, Blackwell stated that they had turned in a grant application for Phase II system.  The system they are looking at can pinpoint a location to within 100ft (the grant application said Feds are to review and respond within 60 days).

 

There was no New Business brought before the Board.

 

Motion was made by Laile Wilson and seconded by Jerry Johnston to adjourn at 9:17 a.m.  Motion carried.
