The Kay County E911 Authority scheduled a regular session at 9:00 o’clock a.m. on Tuesday, May 5, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on May 4, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Member Dee Schieber called the meeting to order. Those present were as follows: Members Laile Wilson (9:04 a.m.); Sherry Bowers (9:05 a.m.), Butch Herring (Designee) and Tom Skaggs all of Ponca City; Scott Dark (9:04 a.m.) Jerry Johnston, Braman; Harold Harris, Newkirk; Sherry Landers, Blackwell (Designee); Steve Long, Kaw City; Susan Keen, Kay County Assessor office; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk. Members absent were: Chairman Steve Austin; Divina Love, Tonkawa Designee; Carl Tanner, Braman Designee.

Motion was made by Jerry Johnston and seconded by Laile Wilson approving regular meeting minutes of: February 3, 2009. Motion carried.

It was mentioned Blackwell needs a municipal official to serve on E911 Board.

Motion was made by Bowers and seconded by Harris to bring a Public Safety Answering Points (PSAP) collection report from each City Clerks office listing revenues and expenditures to future E911 meetings. Motion carried.

Community Updates: Sherry Bowers said AT&T was scheduled to do a Phase II testing on May 8, 2009, but because Tonkawa and Blackwell were not in compliance the testing was cancelled. Bowers said that was the second time the request had been made. Bowers mentioned she would like to keep the citizens informed about their provider service.

Scott Dark, Tonkawa, said he is waiting to hear from Ronnie Freeman, AT&T, for equipment figures; Sherry Landers, Blackwell, said Blackwell is working on Phase II equipment.

Other matters discussed: Schieber explained financing through Lease Purchase Agreement; Legislation reducing cell phone charges from $0.50 to $0.15.

There was no New Business brought before the Board.

Motion was made by Johnston and seconded by Wilson to adjourn at 9:21 a.m. Motion carried.
