The Kay County E911 Authority met in special session at 9:00 o’clock a.m. on Wednesday, November 14, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on November 9, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Bowers called the meeting to order. Members present were as follows: Peggy Ennis, First Deputy District No. 2; Laile Wilson, County Commissioner District No. 3; Dee Schieber, County Commissioner, District No. 1; Larry Bittman, Ponca City PSAP; Scott Dark, City of Tonkawa; Jerry Johnston, Town of Braman; Harold Harris, City of Newkirk; Divina Love, Tonkawa PSAP; Barbara White, City of Blackwell. Members absent were as follows: Jimmy Roberts, Blackwell PSAP and Representative from Town of Kaw City (Debbie Taylor). See sign-in sheet.

Motion was made by Jerry Johnston and seconded by Dee Schieber approving appointment of Kaw City Mayor Debbie Taylor. Motion carried.

Motion was made by Schieber and seconded by Johnston approving appointment of Peggy Ennis, to the E911 Board to replace Commissioner Wayne Leven who resigned. Motion carried.

Community updates discussed were as follows: 911 service in Newkirk; Newkirk needs repeater installed costing approximately $3,000; contacting Peckham Volunteer Fire Department in case of emergency; Code Spear device and delayed response time.

No discussion was made regarding a meeting held in March with NODA concerning the 2010 census.

Motion was made by Schieber and seconded by Johnston Tabling action on amending Agreement and By-Laws of Kay County E911 Authority. Motion carried.

Motion was made by Johnston and seconded by Barbara White electing Commissioner Schieber as E911 Chairman for 2008 year. Motion carried.

Motion was made by Schieber and seconded by Johnston electing Barbara White as E911 Vice-Chairman for 2008 year. Motion carried.

Motion was made by Wilson and seconded by Larry Bittman to adjourn at 10:08 a.m. Motion carried.
