The Kay
County E911 Authority, met in special session at 9:00 o’clock a.m. on Thursday, May 11, 2006, in the Commissioners Court of the Kay County Courthouse
in Newkirk, Oklahoma. Notice of the
meeting was posted for public information on May 9, 2006 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County
Courthouse in Newkirk, Oklahoma.
Chairman
Bowers, called the meeting to order.
Members of the authority present are as follows: Chairman Sherry Bowers, City of Ponca City; Wayne
Leven, Vice-Chairman; Harold Harris, City of Newkirk; Kirk Henderson, City of
Tonkawa; Tammy Reese, Kay County Clerk/Secretary (see sign-in sheet).
Minutes
from Special Session meeting on March 8, 2006
were approved by members present.
Ronnie
Freeman, AT&T, said “We are in great shape for the shape we are in.” He gave percentages on accuracy and completion
of addresses of subscribers, Newkirk-96.4%; Blackwell-94%; Tonkawa-97%; Freeman
said he has concerns about Kaw
City. He also stated
that addresses in the Master Street & Address Guide (MSAG) must be precise
or they will not fit in Data Base.
Freeman, a member of the State Wide Advisory Board by 911 (30 board
panel) mentioned they are trying to promote and assist with getting landlines
for 911 across the state. Educating,
informing and helping the communities figure out ways they can get 911 going is
part of the Board’s objective.
Chairman
Bowers mentioned that Larry Tipps, NODA, collects and
distributes 911 funds. Blackwell and
Tonkawa received a check on April 3, 2006. Last month $20,607.00 was collected from
wireless providers and another check should be received before July. After the July imbursement, checks will be
sent out on a quarterly basis. Bowers
stated that on a Contract dated September of 2004 it states that NODA will
retain two percent (2%) of the remitted funds.
Bowers thinks NODA might negotiate on this amount. Bower’s will contact Sally Norris, City
Manager for City of Blackwell about KANOKLA/AT&T Trunking to select routers
and a replacement for Marleda Humble, Board Member
representing City of Blackwell, who is no longer employed with Blackwell Police
Department.

Bowers reminded members present that the next meeting date will be August 9, 2006 at 9 a.m.

was made by Kirk Henderson and seconded by Wayne Leven to adjourn.
